Thank you, Madam Speaker. This Bill extends
the grace period during which members of our armed forces apply for and get
waivers towards certain Department of Public Health credentials and also
non-Department of Public Health credentials.
As is under existing law, this does not apply
to reservists or guards that are away on their annual training. This would just
apply to the folks that get activated by either the federal or Governor to
serve in a time of war, and I move for its passage."

Mr. Speaker, I move for acceptance of the
Joint Committee's Favorable Report and passage of the Bill.
DEPUTY SPEAKER GODFREY:

Will you please explain the Bill, please, Sir?

Thank you, Mr. Speaker. This Bill's been
around the Chamber for quite some years now. This is a refined Bill and it's
very limited.
What it does is, it requires state service
contract proposals to disclose where they are doing the work, and where the
bidder will perform the work.
It also allows state agencies to require
contractors to perform contracted services within the United States, and it
sets conditions for agencies to give bid preferences to organizations that are
doing the work inside the United States.
What it also does, and this is a new addition
this year, is it forms a ten-member committee to look at outsourcing and the
effects of it on the State of Connecticut, and what the State of Connecticut
would like to do about it.
Finally, Mr. Speaker, it also goes and asks
the Governor to do a report due back to the Legislature in January, to talk
about what the Committee's findings are, and in conjunction with the Attorney
General's Office, it also forms an office within his Department to help some of
our manufacturers with protection of their patents. I move for its adoption.
